Dr. Asaf Toker is a seasoned military and civilian medical leader with over 20 years of experience in combat medicine, critical care, and health system preparedness. As Surgeon General (Res) IDF Southern Command, he led battlefield trauma strategy and large-scale evacuation operations. Beginning his career as a combat medic and physician, he later advised governments and led humanitarian missions worldwide. Dr. Toker has held senior executive roles in the Israeli healthcare system, where he led preparedness planning and training in hospitals and community settings. A practicing pediatrician and academic lecturer, he is a recipient of both the Israeli Presidential Award of Excellence and the IDF Chief of Staff Award for outstanding service.
Prof. Elon Glassberg, MD, MHA, MBA, Retired Brigadier General (IDF), is a globally recognized leader in trauma systems, tactical medicine and medical transformation, he brings over 25 years of operational and strategic experience in military medicine.
As Surgeon General of the Israel Defense Forces, Dr. Glassberg led the IDF Medical Corps through multiple military operations, humanitarian missions, and the COVID-19 pandemic. Under his leadership, the Corps implemented a multi-year transformation plan that positioned it as a global leader in trauma care and operational medicine. This included the adoption of advanced resuscitation strategies and early use of blood products in prehospital and austere environments — resulting in measurable improvements in survival and system-wide impact.
Board-certified in General Surgery and Medical Administration, Dr. Glassberg holds dual master’s degrees in Business and Health Administration. He has authored over 150 peer-reviewed publications and held senior roles in national and international trauma organizations, including NATO’s COMEDS and the THOR network.
Major Y.E. is a highly experienced military officer with over 15 years of service. He currently serves as a battle management officer and has held key roles including operations officer, command center officer, and deputy head of medical operations. He began his service as a combat medic in a special forces unit, gaining deep expertise in emergency response and critical decision-making. In civilian life, he is an active nurse in a Pediatric Intensive Care Unit, contributing to both military and public healthcare systems. He has been recognized with an Award for Excellence for his leadership and dedication.
Lt. Col. A.B. brings over 25 years of experience in combat medicine, healthcare services, and emergency preparedness. As Head of Operations and later Deputy Medical Commander of the IDF Southern Command, he directed battlefield trauma strategy and medical evacuation operations. He began his career as a combat medic and medical organization officer, later commanding the Combat Medics Course Company and serving as Chief Medical Officer of the southeastern (Egypt) border. He also led preparedness planning and operational readiness as Operations Officer in the Home Front Command’s Medical Department and later as Medical Company Commander for the Tel Aviv area. During the COVID-19 pandemic, he served as Chief Medical Corps Preparedness Officer, overseeing IDF ICU readiness, mass testing, and vaccination efforts. He subsequently commanded the IDF’s largest medical center, managing diagnostic imaging units, specialist clinics, laboratories, dental services, and rehabilitation facilities. A.B. holds a Master of Health Administration (M.H.A) and is a graduate of the IDF Command and Staff College.
Dr. Y.B. is a distinguished pediatrician and expert in healthcare management and emergency preparedness. He has extensive experience in hospital leadership across both public and private sectors. As part of the management team at Hadassah Ein Kerem, he served as emergency preparedness coordinator, and later developed the emergency response system for the Assuta Ashdod Hospital. In the IDF, he serves as District Medical Commander at the Home Front Command, overseeing health services for approximately 2.5 million civilians during emergencies and wartime. He specializes in maintaining health system continuity under crisis conditions. Dr. Y.B. is also a recognized expert in healthcare facility planning and design. He has consulted on major hospital projects in Israel, China, and Eastern Europe. He holds a diploma from Cornell University and certification from the Center for Health Design. He currently teaches an MBA course on Healthcare Facility Planning and Design at Tel Aviv University.
Major (res.) Dr. Y.H. is a senior physician with over 15 years of service in Israel’s elite airborne search and rescue unit, where he has treated casualties in complex operational settings both on the ground and in multiple air platforms. Previously, he served as the commander of a medical infantry company during the Second Lebanon War and led the IDF’s Medic Course, establishing a curriculum that served the military for two decades. Dr. Y.H. is the head of a Pediatric Intensive Care Unit (PICU) in a hospital on Israel’s northern border and has led his institution’s emergency and mass casualty preparedness efforts. He has lectured at NATO medical schools in Budapest and Munich, and pioneered in situ medical simulation teams in three PICUs across Israel. He has also served as a senior instructor at MSR – Israel’s National Medical Simulation Center – and participated in humanitarian medical missions, including hospital establishment efforts in Equatorial Guinea.
Major (res.) E.L. is a highly experienced combat paramedic (B.EMS) and medical operations planner with more than 15 years in casualty care and military medical instruction. He formerly commanded the IDF Simulation Center within the Military Medical Academy, overseeing training for medics, paramedics, and physicians using advanced methods including MTLS, ATLS, and ACLS protocols. As a Medical Organization Operations Officer in both Southern and Northern Commands, Maj. E.L. specialized in planning casualty care and evacuation operations under diverse threat conditions. He holds a Master’s in Health Administration (M.H.A.) and is a graduate of the IDF Command and Staff College, bringing both field expertise and strategic planning capabilities to the C3 team.
